The Korea Association of Real Estate (President Seung Gyu Oh), in partnership with the Institute of Comparative Law and Legal Culture at Dongguk University and the Law Research Institute at Chungbuk National University, held its 2024 Autumn Joint Academic Conference on September 13 at the Dongguk University School of Law’s Moot Courtroom. The conference, themed “Legislative Measures for Preventing Jeonse Fraud and Providing Relief to Victims,” aimed to address the urgent issue of jeonse fraud and its broader implications.
The event was co-sponsored by the Korean Institute of Criminology and Justice (President Woong Seok Jeong), the Korea Real Estate Board (President Tae-rak Son), and the Korea Condominium Building Promotion Institute (Chairman Youngdoo Kim).
Notable attendees included KICJ President, Dean of the Dongguk University School of Law, Honorary Professor of Sungshin Women’s University, and President of the Korea Association of Real Estate, among other distinguished guests.
The conference emphasized that the recent increase in jeonse fraud poses a serious threat to housing stability and has significantly exacerbated the suffering of victims. Participants agreed that the issue should be addressed comprehensively through legislative and institutional reforms, rather than treating it as a series of isolated incidents.
The academic discussions featured a range of expert presentations and debates on policy proposals aimed at preventing jeonse fraud and providing effective relief to victims. In the first session, Dr. Dae Keun Kim from KICJ presented on “Criminal Law Responses to Jeonse Fraud Prevention.” This was followed by a presentation on “Public Law Measures for Preventing Jeonse Fraud” in the second session. The third session featured an introduction on “Preventing Unlawful Management Interference by Condominium Developers."
The final panel discussion included contributions from an Adjunct Professor at Dongguk University, Director of the Housing Urban Finance Research Institute at the Korea Housing and Urban Guarantee Corporation (HUG), Senior Reporter at The Hankyoreh and others. They engaged in a thorough and comprehensive dialogue on the legislative and policy challenges posed by jeonse fraud.
In light of the extensive discussions and insights generated during this conference, the KICJ is expected to continue its efforts to tackle this social issue through sustained research and the development of effective legislative measures.
