There is a growing awareness that the participation and attention of volunteer sector should be expanded for ex-offender‘s successful reentry. Especially, faith-based organizations have been regarded as the eligible actor for ex-offender aftercare. Faith-based organizations have a long history of working for the socially excluded with the spirit of compassion and devotion.
This study first discussed evidences and necessities for encouraging the participation of private sector in ex-offender aftercare and reviewed the present state of private sectors' service provisions, managements and administrations.
Then this study suggested practical and specific strategies for encouraging private sectors' participation in ex-offender reentry. Also, from the field research in several countries where private (faith-based) organizations provide quality aftercare services for successful ex-offenders' reentry, this study reviewed detailed aspects to apply to Korean context. Moreover, this study suggests ideal model for ex-offender support system and explores practical tasks which needs to be solved by reviewing survey results regarding opinions toward ex-offender aftercare.
The suggestions resulted from this study to expand the participation of private sector are as follows. First, it is recommended to establish a system for active cooperation among the government, the private, and the academic sector in ex-offender aftercare area. Second, the establishment of a consultation organization on a private (religious) level to support and foster the private organization is recommended. Third, it is suggested to devise the plan for professionalizing and diversifying aftercare facilities. Last, solutions for problems due to the expansion of private ex-offender facilities should be prepared in advance.
