In order to deal effectively with crime problem, it is necessary to collect data related to the crime and criminals over the long term, to analysis in-depth of characteristics and trends, and to establish a systematic and comprehensive measures against crime. In order to achieve these objectives, since 1984 The Legal Research and Training Institute have been published 『White paper on crimes』.
Despite of the importance and high utilization of 『White paper on crime』, it has the problem of the reliability, accuracy, and validity because it used the raw data collected in each criminal justice agencies without the review and editing process as well as does not provide adequate statistics that can be put into policy decisions because it simply lists the data collected in each criminal justice agencies without in depth analysis and connecting other important social index. And because it does not provide accurate information about data collection methods, calculation methods, classification and deion of the metrics, the risk that the statistics may be incorrectly utilized by the users is very high.
This study was conducted to present a restructuring plan of 『White paper on crime』. To this purpose, the editing system and the specific content of each sub-system, statistical data form and contents, easiness of users, collection and analysis of data and publication process of 『White paper on crime』 was reviewed in depth and the editing system of government publications related crime in Japan, Australia, and Germany is examined.
Analysis of reform measures proposed in this study are as follows.
First, to reflect recent trends in crime and criminal policy should be established in the following section and chapter in 『White paper on crime』. 1) a crime victim, 2) juvenile delinquency and juvenile offenders treatment trends, and 3) the participation of the private sector, 4) trends in violent crime and the treatment, and 5) trends of elderly offenders and treatment.
Second, [White paper on crime] must be added the following information 1) business area-specific status of probation, juvenile protection personnel-related statistics, and 3) performance indicators about treatment of the correction. And it is necessary to delete the following: 1) the facilities and history of the institution charge of the treatment of criminal, 2) too professional content, 2) statistical tables showing duplicate the same information.
In text and statistical tables use appropriate and universal terms, and terms used in the statistical tables provide a clear definition of the term in explanatory notes or footnote.
Fourth, the statistical tables related crime occurrence makes sure to present the crime rate (number per 100,000 population occurred).
Fifth, to unify the form of statistical tables.
Sixth, provide metadata about the various statistics that were used in the crime paper.
Seventh, the Legal Research & Training Institute is being transmitted through the KICS the metrics of the original materials necessary for editing 『White paper on crime』 from each criminal justice agencies and statistics experts need to edit and analyze the transferred raw data.
Eighth, in the setting of the necessary metrics, clear definition of the concepts, cleaning and editing of the collected data, design and performance of analysis, the writing process, victims, experts in the field of the crime, victim, and criminal policy should be allowed to play an important role.
And before publishing the 『White Paper on crime』, And before publication paper crime, the Legal Research & Training Institute should be referred to the checking of external experts in order to improve the readability considering the reader's eye level and to ensure the adequacy and accuracy of the contents.
