Abstract

It has been reported that illegal drug use is one of the emerging problems and continuously increasing in recent years. It is important that find out the extent of illegal drug-use and comprehend attitudes toward various drug-use issues for developing new strategies to reduce or prevent illegal drug use.
Using data from 4,000 male and female adults in 7 major metropolitan cities, this study estimates the prence of illegal drug use and also examines drug user's types of drug, demographic characteristics, motives of drug use, and purchase channel, etc. In addition, this study attempts to find adult citizen's attitudes toward various issues related to illegal drug use and policy.

Major findings of this empirical study as follows.
First, it is found that 1.4% of this sample is shown to have experiences of illegal drug use and 10.0% of respondents has experienced a broad sense of drug use.
Second, in demographic characteristics of drug users, almost of drug users is male(51.2%), and age distribution is 20-29(17.0%), 30-39(23.7%), and 40-49(26.0%).
In terms of job categories, sale and service- related jobs(34.0%) show the highest rate and it is also reported that housewife(19.2%), those in blue-collar(13.2%), and students(4.7%) are relatively higher rate. It is also shown that unmarried person appears to have lower rate.
Third, it is revealed that 21.9% of drug users reply curiosity as a motive of drug abuse. In addition, it is shown that 61.9% of drug users get information from friends or coworkers and 32.0% purchase or get drugs from them. This study found that drug users use drugs at their own home(75.1%), friend's house(10.1%), or amusement place(5.4%). Most of all drug abusers(98.7%) reply to have never punished from it.
Fourth, almost respondents(90.3%) have a negative attitudes against drug abuse, but they perceive less harmful in comparison with other crimes. It is reported that 59.8% of the respondents reply drug use helping for relaxation and 48.1% believe that it can get rid of stress. However, only 20.2% feel curiosity or have favorable impression toward drug use and it is reported that 15.5% feel a temptation of drug abuse. In addition, only 14.8% of the respondents have a favorable attitudes toward drug abuser appearing on TV or screen.
Fifth, almost all respondents(83.7% and over) perceive that drug use is bad for both physical an mental health and has negative impact to family relations, job, and economic life. In addition, they perceive drug use induce socio-ethical problems, crimes, and other various accidents. It is reported that 90.7% consider drugs as causing bodily addiction an serious mind-dependence. Is is also shown that 82.8% perceive drug abuse a serious social problem.
Sixth, respondents place the responsibility for drug abuse on drug users(41.2%), drug sellers(29.9%), family/friends(11.5%), and government(8.9%). In addition, respondents suggest as social causes of drug use, increase of chance to get drugs(18.5%), moral corruption(17.9%), economic problems(12.0%), an increase of amusement place(12.0%), socio-inequality(8.0%), lax enforcement of law(8.3%), an family disorganization(7.5%).
Finally, it is reported that 91.8% reply to need a rigid enforcement of regulation and a severe punishment. However, 92.8% of the respondents reply a need of both punishment an medical/psychical treatment. In addition, research findings show that a primary policy is suggested by prevention/education, medical treatment, regulation/punishment, social support/affection, public campaign.
