Abstract

School violence of young people is gradually decreasing, but cyber violence of young people is increasing over the past. The types of youth cyber violence are cyber sexual violence, cyber slander in the past. Recently, youth cyber violence are various forms such as cyber-bullying, rejection of making friend, Wi-Fi shuttle, game shuttle, excluding someone from chatting room using social network service(Kakao Talk and Face book).
The perpetrators of Cyber violence are chalk cyber violence up to a joke, while the victims are serious damage and are difficult to detect instantly. School violence is conducted with cyber violence because youth cyber violence is no boundaries between the cyber world and real world. Youth cyber violence has a weak for a deliberate and appears the different forms are duplicated. Youth cyber violence is nothing to do with anonymity.
Cyber violence current could be punished by [criminal law] or [Act on the promotion of information and communications network utilization and information protection]. But youth cyber violence is almost not punished because youth people are minors. Furthermore, School doesn't realize the acts of violence because youth cyber violence is difficult to secure witnesses or evidence, and there aren't many cases leading young people into the right path on the[Act on the prevention of and countermeasures against violence in schools].
This study suggest countermeasures of youth cyber violence as follows, based on the comparison of Korean and foreign policies and the results of recognitions of 5,700 young people and 20 experts.
First, the response is changed according to the types of youth cyber violence. The types of Cyber Slander, Cyber Exclusion and Flaming should be the targets of leading youth into the right path. On the other hand, the types of Cyber Sexual Violence, Cyber Extortion and Cyber Stalking should be the targets of criminal punishment.
Second, the definition of "cyber exclusion" on the[Act on the prevention of and countermeasures against violence in schools]should be changed as "cyber violence". Also, It should be introduced Cyber Slander on the[Act on the promotion of information and communications network utilization and information protection]. The report and consultation for youth cyber violence should be revitalized like 'A Thin Line' of the United States.
Third, prevention educational programme for the youth cyber violence must be changed. Prevention educational programme should be depended on the stage of development and be conducted with a focus on the experience. To prevent youth cyber violence should be reinforced education on the cyber literacy.
Fourth, the measures for perpetrator of youth cyber violence should be diversified such as government fine for students and limit using communication devices.
Fifth, it needs the special support for youth having violence experience and victimization experience together. Victims should ensure the rights to have something forgotten.
Sixth, the related companies (manufacturer, online service provider) must take social responsibility. The related companies should filter regularly harmful information.
Finally, government must build a cooperate mechanism for the familyschool- community to response actively. Also, government will install professional counseling agency and train high skilled manpower.
