This research project of 『Comprehensive Policy for Developing Scientific
Criminal Investigation and Forensic Science』 aims to support criminal
investigations towards more fairness and effectiveness in criminal justice system,
which secures public confidence. The third year research of the 6 years-term
project focuses on the effectiveness of criminal investigation in relation with
forensic science. The purpose of the research is provide to build Korean national
policy framework for scientific criminal investigation and forensic science
Forensic science involves forensic in criminal justice system, by applying
scientific methods and processes to solving crimes. Forensic science may prove
the existence of a crime, the perpetrator of a crime, or a connection to a
crime through the examination of physical evidence, administration of tests,
interpretation of data, and testimony of a forensic scientist. So this research
consists of the digital forensic, bio forensic and forensic psychology, in the
context of national scientific criminal investigation law and practice, based on
the cooperative system joined by Korean Association of Digital Forensic, Korean
Association of Forensic Psychology, Korean Association of Criminal Procedure
Law, Association of criminal case law studies, and Korean National Police
Academy.

As the research project is to be proceed under the four main policy values
of scientific investigation and forensic, such as human rights protection,
effectiveness in investigation, national security & human security, and criminal
justice reform, this third year of the research in 2020 reviews relevant laws and
policies from the point of effectiveness in criminal investigation.
The value of effectiveness means both that of criminal investigation and that
of forensic science, which should be secured by professionalism, efficiency, and
trustworthiness both in the results and process of the investigation. The need
for the effectiveness of forensic science in criminal investigations demands
collaborative research to establish an evidence-based model that affect forensic
science's impact upon the investigation of crime and justice outcomes.
