Abstract

Based on analysis on the concept and types of malpractice or corruption in sports, this study attempted to investigate various literature data and press releases. It also tried to examine current corruption practices in sports from multiple perspectives through questionnaire survey and in-depth interview with those engaged in sports industry. Furthermore, this study aimed to analyze corruption-related laws, policies and organizations in sports and suggest a plan to build fair and transparent sports environments.

First, in chapter 2, the concept of corruption in sports was redefined and categorized. Then, press releases on such corruption were examined by each category (overseas cases were also examined for comparison). In addition, various statistical data were quoted to analyze such corruption practices from a multi-perspective.

In chapter 3, the results of the questionnaire survey were analyzed. The goal of the survey was to examine how much athletes, coaches, referees and sports administrators are aware of the severity of such corruption, each team’s integrity, reporting, uncovering & punishment of corruptive acts and anti-corruption systems.

In chapter 4, the results of an in-depth interview with those from sports industry were described. The interviewees were divided into four different groups: athletes, coaches, referees, sports administrators. There was a Q&A session on key topics such as organization privatization, school connection issue, college admission bribery, unfair call and sports manipulation.

In chapter 5, anti-corruption policies planned and implemented by the Ministry of Culture, Sports and Tourism and Korea Sport & Olympic Committee were reviewed, and related laws and regulations were investigated. Furthermore, the organizations established for anti-bribery and corruption in sports and their roles were examined.

In chapter 6, problems identified through analysis of current anti-corruptionrelated laws, policies and organizations were examined. To resolve such problems, then, this study proposed a plan to eliminate bribery and corruption in sports by enhancing the management and supervision of sports organizations, duties & roles of Sports Ethics Center and sports organizations’ responsibilities and improving the rules and regulations of the Fair Play Commission of Korea Sport & Olympic Committee.

In chapter 7, lastly, the study was summed up, and its significance and limitations were discussed.
