Abstract

While the correction of offenders in Korea has been perceived as a field of government, it is difficult to anticipate positive results without active participation and support of the community.
Now a drastic switch of the correction from the state-led approach to the united efforts of government and people is needed. This study reviews a general introduction of privatization of corrections. The followings are major research findings.

1. The privatization of corrections should be fulfilled by cooperation and role division between government and the private sector. The types of criminals typically show that high-risk offenders are appropriately handled by the state and low-risk offenders are effectively controled by the private sector. In the functional aspect, it is believed to be effective way that private sector undertakes welfare or protective task, on the other hand, security or supervising work can be well managed by government. In particular, the areas requiring private speciality and resources such as medicare, management of treatment programs, vocational training and prison labour should accelerate the process of privatization.

2. Extending the participation of the religious circles in corrections is important. Korea can accomplish the privatization of corrections by participation of the religious world without relatively serious resistance.

3. It is important to construct legislative requirements to support and assess private correctional institutions.

4. It needs to develop network of professionals and volunteers in the community and partnership of the relevant organizations in order to achieve active private participation and privatization of corrections.

5. Expanding the foundation of private correctional institutions should be advanced. Privatization of the correctional institutions cannot be limited to prisons but it needs to review the way of privatizing management of half way houses in similar case of halfway house of US.

6. It is crucial to consider the privatization of community corrections. Identifying possible ares of privatizing corrections in society such as alcohol and substance abuse treatment, vocational training, institutional treatment and community service order. Regarding the issue of the probation system, privatizing probation of misdemeanor and juvenile offenders should be considered.

7. At present, it is difficult to achieve the purpose of establishment and important quality of private prisons as it is managed in accordance with public prisons. Therefore, it needs to strengthen the autonomy in management of private institutions.

8. It needs to allow that private correctional institutions can implement the same services with public prisons about costly services of corrections such as medicare and vocational training program.
