Abstract

A Study on the issue be known as ‘Gapjil’, which recently this study was limited to ‘Gapjil’ in the public sector. And that's another ‘Gapjil’ in the public sector and ‘Public and private relationships’ with ‘Gapjil’.
The ‘Gapjil’ of the direct relationship between the two parties under existing contracts is expanding in the process of raising issues of various social imbalances. Currently, ‘Gapjil’ is accepted as the term used to mean that a relatively advantageous person uses his or her position to force the other person to comply with his or her policy.
The ‘Gapjil in the public sector’ stems from the use of more than necessary of the public sector workers acting on behalf of the public's. In this study, various policy measures are to be proposed to define and address the problem of ‘Gapjil’ in the public sector. The specific study to achieve the objectives of the study is as follows: First, we looked at the concept of ‘Gapjil’. Second, the public sector's ‘Gapjil’ case was analyzed to enhance understanding of ‘Gapjil’ and to present implications. Third, we looked into the cause of ‘Gapjil in the public sector’ through the survey. Finally, several alternatives have been proposed to eliminate ‘Gapjil in the public sector’.
‘Gapjil’ is a term used to sarcastize the negativity of the armor, a structural relationship between suppliers and consumers, as it turns into an irrational and unfair relationship that leads to one side to a position of relative authority, requiring additional benefits.
However, the latest social term ‘Gapjil’ has expanded its meaning as it has also been applied to a relationship in a certain situation, not to a relationship of formal rights and responsibilities by mutual consent. This allows for the definition of the term ‘Gapjil’ but does not allow conceptual generalization for determining the ‘Gapjil’ problem.
Next, we analyzed cases by dividing ‘Gapjil’ in the public sector into power types, unfairness, abuse of authority, and other items to enhance understanding of the cases and draw guidelines and cautions through them.
They also presented suggestions such as ‘Gapjil’ and corruption, relationship with crime, complex or overlapping behaviors, and examined application of laws such as the Code of Conduct of Civil Service Act and the Criminal Act.
Also in the survey, ‘Gapjil’ in our society are the main causes of the pecking order by the position and status, culture knows that you can.
Finally, once the concept of ‘Gapjil’ in the public sector and the criteria for its judgement have been developed, the next thing you need is to come up with countermeasures against ‘Gapjil’. In this study, we divided them into laws, systems, operating systems, and improved recognition.
