Abstract

We need to establish a offender management model for an effective reduction of recidivism rate due to recently increasing violent crime like sexual offense. As foreign cases, England and Wales have designated a offender manager to a offender intended to provide a single approached treatment both correctional facilities and the community. The United States has variously supported released prisoners with their requirements for resettlement according to TPCI (Transition from Prison to Community Initiative). Our country must also introduce the integrated offender management system to continually and consistently control high-risk offenders through all the process of criminal justice. We must review the system in order to coordinate policy and exchange information among the involved entities such as correction and probation. Therefore, it is needed to create a division handling policy for integrated offender management within the Ministry of justice.
