The Thirteenth United Nations Congress on Crime Prevention and Criminal Justice was held under the theme, “Integrating crime prevention and criminal justice into the wider United Nations agenda to address social and economic challenges and to promote the rule of law at the national and international levels, and public participation” between 12 and 19 April 2015 in Doha, Qatar. Member States adopted the Doha Declaration reaffirming to uphold the rule of law and the prevention of crime in all its forms and manifestations and to ensure that criminal justice systems are effective, fair, impartial and accountable. During the Congress, KIC co-hosted Workshop 3: Strengthening crime prevention and criminal justice responses to evolving forms of crime, such as cybercrime and trafficking in cultural property, including lessons learned and international cooperation with two PNI institutes: ISPAC (The International Scientific and Professional Advisory Council) and NIJ (The National Institute of Justice of the U.S. Department of Justice). The workshop addressed the following issues: (a) identifying trends in evolving crimes such as cybercrime and trafficking in cultural property; (b) discussing methodologies and patterns used in the commission of these crimes; (c) exploring ways in which criminal justice authorities can better prevent and combat these crimes; (d) identifying the best ways to promote international cooperation to combat these crimes; (e) ascertaining the nature of public-private partnerships for addressing and preventing these crimes; (f) taking stock of existing research on the nature and extent of these crimes; (g) reviewing available evidence on these crimes; and (h) discussing the rule of internal coordination among law enforcement and criminal justice agencies and other state authorities in the fight against these crimes.
