The 9th Korean Institute of Criminology and Justice International Forum (KICJIF)

The 9th Korean Institute of Criminology and Justice International Forum (KICJIF) was convened from December 7th to 8th on the theme of "Emerging Technologies and Human Rights: Legal and Ethical Considerations in Regulating Artificial Intelligence." The event was held in a hybrid format and livestreamed on YouTube.


Commencing with opening remarks from KICJ President Tae-Hoon Ha and congratulatory remarks from Doo-hwan Song, Chairperson of the National Human Rights Council of Korea, the forum opened with a special session by Prof. Sang Wook Yi from Hanyang University on "Frontier Technologies and Human Rights: AI and Posthuman Attitude."


Session I on international regulations on military AI, moderated by Prof. Si-jin Oh from Kangwon National University Law School, consisted of three presentations. Ms. Maya Brehm, Legal Advisor at the International Committee of the Red Cross, discussed "Artificial Intelligence in Armed Conflict: Toward a Human-Centred Approach," followed by the presentation by Dr. Berenice Boutin and Dr. Sadjad Soltanzadeh, Senior Researcher and Postdoctoral Researcher at Asser Institute, on "Legal and Ethical Perspectives on the Impact of Military Applications of AI on Human Judgment and Agency." Prof. Joonkoo Yoo from the Center for International Law at Korea National Diplomatic Academy delivered the final talk on "AI and Autonomous Weapon Systems: Challenges, Issues, and Responses."


The discussion session was moderated by Prof. Oh. Ms. Mitzi Austero, Programmes Manager at Nonviolence International Southeast Asia, and KICJ Research Fellow Dr. Kyunggyu Park participated in the discussions with the speakers.


Session II on automated decision-making and human rights began on December 8th. Moderated by Prof. Chun-soo Yang from Yeungnam University Law School, Prof. Woomin Shim from Gyeongin National University of Education delivered the first presentation on "AI Regulation and Human Rights Impact Assessment in Korea." Next, KICJ Research Fellow Dr. Jisun Choi discussed "Application of AI Decision-making in the Criminal Justice System -- Ethical Implications and Reliability." The final talk was given by KICJ Research Fellow Dr. Yoori Seong on "Applicability of AI in Government Agencies: Face Recognition and Behavior Analysis." Yeokyung Jang, Executive Director of the Institute for Digital Rights, and Dr. Taegyung Gahng, KICJ Research Fellow, participated in the discussions. The forum closed with final remarks from Dr. Jin You, Deputy Director of the International Cooperation Center at KICJ.
