NORTHEAST ASIAN FORUM FOR CRIMINAL JUSTICE (NAF)

Since 2013, KICJ has annually held the Northeast Asian Forum for Criminal Justice (NAF) with its regional partners. The forum aims to enhance intra-regional cooperation in criminal justice by developing policy measures and promoting mutual legal assistance based on geographical proximity, socio-cultural commonalities and economic ties among Northeast Asian countries. In an attempt to address increasing crimes of transnational nature, the NAF aims to implement the Northeast Asia Peace and Cooperation Initiative (NAPCI) in the area of criminal policy.

The 1st NAF was co-hosted by KICJ and Yanbian University in China from 2013 August 5 to 9. It was held under the main theme of “The Ways to Stability, Development and Cooperation of Criminal Law in Northeast Asia” which was organized into 1) Korea-related Current Crimes status and Countermeasures in China, 2) Current Crimes status and Countermeasures to Voice-Phishing and Organized Crimes, 3) Current Crimes status and Countermeasures to Drug-related crimes, 4) Current Crimes status and Countermeasures of Transnational crimes, 5) Current trend of Criminal Law policies and 6) Korea-China Mutual Legal Assistance in Criminal Matters as its sub-themes.

The following year, 2nd NAF was co-hosted by KICJ and Liaoning University in China from July 21 to 22. It was held under the main theme of “Growth and Networking in the Northeast Asian Regions and Common Objectives of Criminal Justice” which was organized into two sub-themes of 1) Economic Crimes and Criminal Justice in Northeast Asia; and 2) Cooperation of the State, Police and Prosecutor in the Northeast Asian Region.

The 3rd NAF was co-hosted by KICJ and Jilin University in China from September 18th to 19th, 2015. It was held under the main theme of "Punishment and Prevention of Corruption" which was organized into four sub-themes of 1) Research on Legislation of Corruption; 2) Bribery as a significant problem; 3) Current state, Judicial Cooperation and measures against Corruption and 4) Judicial Policy on Corruption.

The 4th NAF was held on July, 2016 in Jeju Island, Republic of Korea. The main discussion themes focused on the current issues of cyber crime and counterterrorism in Northeast Asia in order to strengthen the network cooperation with China and to take one step forward in supporting the aims of the Northeast Asia Peace and Cooperation Initiative (NAPCI).

The 5th NAF was hosted by Heilongjiang University in Harbin, China from 2017 September 23 to 24. It was held under the theme of "Juvenile Crime Prevention in Northeast Asia" and was organized into three sub-themes, 1) juvenile criminal justice system, 2) criminal justice measures against school violence and 3) criminal responsibility of minors.

The 6th NAF was hosted by Law School of Liaoning University in Shenyang, China from September 17 to 19, 2018. It was held under the main theme of “Regulations and Prospects of Environmental Crime in a New Era” which was organized into 1) Status of Environmental Crime and Criminal legislation 2) Environmental Crime and Forensics 3) Environmental Crime and Procedural law 4) Prospects for Environmental Crime Prevention and Criminal Policy 5) Limitations of Criminal Intervention on Environmental Issues 6) Coordination of environmental legislation and criminal legislation 7) The relationship between environmental administration and criminal justice.

NORTHEAST ASIA PEACE AND COOPERATION INITIATIVE (NAPCI)

The Northeast Asia Peace and Cooperation Initiative (NAPCI) is a process-oriented and multilateral approach to establish a concrete foundation for sustainable peace and prosperity in Northeast Asia.

The NAPCI aims to overcome the Asian Paradox, the discrepancy between increasing economic interdependence and rising politico-security tensions in Asia, and to lay out a solid framework for cooperation in the region under the principles of Trustpolitik.

In order to achieve this aim, it is important to pursue multilateral dialogues and strengthen cooperation in the areas of non-traditional security, such as nuclear safety, energy security, environment, disaster relief, cyberspace, drugs and health security.

The experiences and practices of cooperation accumulated in these areas will eventually expand to traditional security issues where regional cooperation has been relatively limited.

In later stages, it will also be possible to invite the DPRK to the international community and encourage its participation in the peace-building process in regional as well as in global scales.
