From 12 to 19 April 2015, Qatar hosted the Thirteenth United Nations Crime Congress in Doha. This quinquennial international gathering served as the channel for governments, policy-makers and experts to exchange their experiences and to deepen international cooperation in confronting various threats of today’s integrated world, especially that of transnational organized crime. The year of 2015 marks its sixtieth anniversary of the UN Crime Congress, and for the first time the UN Secretary-General Ban Ki-moon, the UN General Assembly President, and the UN Economics and Social Council President all attended the congress. Also, government delegations from 140 countries, 16 UN entities, and 174 non-governmental organizations were present, and over 4,000 participants including 521 experts attended the congress and workshops. Over 6,500 attendees participated in the 194 ancillary meetings ranging over 75 topics. The 13th Crime Congress took place as the post-2015 development agenda were in discussion. In its effort to link rule of law and sustainable development in crime prevention and criminal justice policies in line with such discussion, the 13th Crime Congress adopted the Doha Declaration on integrating crime prevention and criminal justice into the wider United Nations agenda to address social and economic challenges and to promote the rule of law at the national and international levels, and public participation. The Korean Institute of Criminology (KIC), as a member of the UN Crime Prevention and Criminal Justice Programme Network (UNPNI), took official participation in the congress and hosted Workshop 3 on cybercrime as well as an ancillary meeting on “Improving the Quality of Crime and Justice Statistics - New Standards and Tools.” With regard to Workshop 3 (Strengthening crime prevention and criminal justice responses to evolving forms of crime, such as cybercrime and trafficking in cultural property, including lessons learned and international cooperation), KIC successfully co-hosted with the National Institute of Justice of the United States of America (NIJ) and International Scientific and Professional Advisory Council (ISPAC).
