The 4th Annual Conference of Asian Criminological Society on August 20th Seoul Korea - Development & Security: Rethinking Crime and Criminal Policies in Asia -

□ The president of the Korean Institute of Criminology, Dr.emer.jur.Prof. Kim, Ilsu and the president of the Asian Criminological Society, Dr.Prof. Liu Jianhong (Professor, Southwest University of Political Science and Law) are hosting the 4th Asian Criminological Society Conference (ACS 2012) from August 20th (Mon) ~ 22nd (Wed) for three days at Lotte Hotel, Seoul located in Sogong-dong. □ Criminology and Criminal Justice experts from more than 20 different countries in East Asia and the Pacific form the Asian Criminological Society. The annual conferences had been held in Macau in 2009, Chennai in 2010, and Taipei in 2011. □ This will be the largest Asian Criminological Society annual conference of all time, the participating parties coming from more than 20 countries including the U.S. and Europe with 500 scholars and criminal justice practitioners who will present the products of their scientific research. Under the main theme of "Development & Security: Rethinking Crime and Criminal Policies in Asia," the most hotly debated national and international issues of crime will be analyzed and discussed to derive effective countermeasures. ㅇ Abrupt social changes and technological advancement has resulted in the emergence of transnational crime involving two or more sovereign states. Without close cooperation of the countries involved, these crimes cannot be prevented. Ultimately, responding effectively to transnational crimes through international exchange and cooperation will directly affect the prosperity and welfare of all people. ㅇ In the inspiring environment of the Republic of Korea, the conference will provide a platform for the distinguished participants to engage in meaningful discussion and exchanges on effective measures to establish a framework of international cooperation together with the nations from the East Asian and the Pacific region. □ The president of the Korean Institute of Criminology, Dr.emer.jur.Prof. Kim, Ilsu and the president of the Asian Criminological Society, Dr.Prof. Liu Jianhong (Professor, Southwest University of Political Science and Law) will open the conference with a welcoming speech on August 20th at 2 p.m. The following speeches and the opening ceremony will be lead by the former Prime Minister, Mr. Lee, Susung, the Minister of Justice, Mr. Kwon, Jaejin, the chief of the National Police Agency, Mr. Kim, Giyong, the Representative of the UNODC Regional Centre for East Asia and the Pacific, Mr. Gary Lewis, and the Vice President of Bundeskriminalamt (BKA), Dr. Jürgen Stock. ㅇ Mr. Gary Lewis will introduce some of the core elements of the Transnational Organized Crime Threat Assessment (TOCTA), planned for publication in October this year. The lead project has been one of the priorities of the UNODC Regional Centre for East Asia and the Pacific over the last five years. This evidentiary work emphasizes the effort put into combatting transnational organized crime and will serve for an improved policy adoption by the states in the Asian region. ㅇ Along with the Korean Institute of Criminology, Korean Public Prosecutor BAEK, Gi-bong, who has led the “Toward AsiaJust” Programme which aims to realize the rule of law in developing countries in Asia and the Pacific region by building a strong network among the law enforcement agencies. Through the programme, Korea has provided advice and its experience to developing and reforming the judicial system in member countries in Asia under close partnership with the UNODC. □ The keynote speech will be delivered by Her Royal Highness Princess Bajrakitiyabha Mahidol of Thailand, Chairperson of the 21st UN Commission on Crime Prevention and Criminal Justice (UNCCPCJ), LEE, Jae Sang, Chair Professor of the Ewha Law School, Steven F. Messner, President of American Society of Criminology, Marcel A. Niggli, President of Criminological Society of the German-Speaking Countries. ㅇ Princess Bajrakitiyabha of Thailand is the first grandchild of King Bhumibol, and the only child of Crown Prince Maha Vajralongkorn with Princess Soamsavali. Her Royal Highness now serves as attorney general in Thailand. Princess Bajrakitiyabha received her bachelor's degree in Law from Thammasat University, and a Doctorate of Juridical Science (J.S.D.) degree from Cornell University, where she earned an LL.M. degree. HRH is one of most renowned jurists in Thailand. ㅇ In 2008, Princess Bajrakitiyabha launched the “Enhancing Lives of Female Inmates” or ELFI to promote Thailand's proposal for international rules on women prisoners, which led to the adoption of the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders, or the Bangkok Rules, by the UN General Assembly in 2010. On the recognition of her contributions, Her Royal Highness was elected chairperson of the CCPCJ (2011-2012) □ The 4th Annual Conference of the Asian Criminological Society will cover various subjects, including, the threats of transnational crime and terrorism, cybercrime, corruption and economic crime, protection for women and children, juvenile justice and delinquency, issues of victimology and restorative justice, correctional treatment, crime prevention in the community and so on. This conference will be a good chance for participants to exchange opinions and build networks. It is widely expected that the conference will lay a foundation for building stronger legal assistance networks among countries to effectively counteract crime.
